Planning the Kortz Center Heist is less about rushing in and more about choosing the right route before the job starts. The Tactical Equipment setup appears on the Art Studio board under Infiltration Gear. You can skip it for most plans, but not if you want to enter through the Bell Building rooftop skylight.
